10-13-1987 SWS I,/" . . t... . - COUNCIL WORKSESSION MINUTES - OCTOBER 13, 1987 A Worksession meeting was held by the Hopkins Ci ty Council in the Conference room of Hopkins City Hall at 7 p.m. on October 13, 1987. Present were Mayor Milbert and Councilmembers Kritzler, And rson, Shirley and Redepenning. Also present were staff members Rapp, Mielke, Kerrigan, Wilson, N. Anderson, Thiel and G. Anderson. I. REVIEW AND COMMENT ZONING ORDINANCE REVISIONS Staff presented proposed comprehensive zoning code revisions. The following revisions/additions were proposed: 1. Definitions of day care facility, family, restaurant. 2. Clarifying the measurement of height for an accessory building. 3. Adding R-1-E single family low density to Residential Districts. 4. Changing certain responsibilities from building official to zoning administrator. 5. Adding 525.11- Certificate of Occupancy. 6. changing the requirement of a Conditional Use Permit from $75,000 to $150,000. 7. Clarifying the procedure of Commission recommendation to Council. 8. Setting up procedures for conditional use permit application where zoning is contrary to land use designation in the comprehensive plan. 9. Setting up regulations for zero lot line dwellings 10. setting a requirement of performance bond for landscaping. 11. Setting a procedure for Planned Unit Development. 12. Setting regulations for size, height, lighting and design of signs. The Council generally agreed with these revisions. No official action was taken at this time. II. CAPITAL IMPROVEMENT PLAN The City manager furnished the Council with information about sources of funding for capital improvements. He also furnished them with a worksheet on which to rank capital improvements. Staff is compiling lists of proposed capital improvements and more information will be furnished to the Council in preparation for the November 10 hearing. III. DISCUSSION - STREET RECONSTRUCTION POLICIES Staff furnished the Council with proposed street improvement policies. The Council suggested several changes. DISCUSSION - CENTENNIAL BARN USE The Council received a memo from Building Inspector Tom Anderson r garding use of the Centennial Barn for events. Mr. Anderson stated that the "Barn" does not currently meet the City Building Cod for p rmanent use as a dance hall.
