1It MINUTES OF THE NOVEMBER 10, 1987 WORKSHOP MEETING
A Council workshop meeting was held on November 10, 1987 in the
council Chambers of Hopkins City Hall.
Present were Mayor Milbert and Councilmen; Kritzler, Redepenning, and
Shirley. councilman Anderson was absent. Also present were City staff
members; Rapp, Mielke, Genellie, Schedler, Wilson, Thiel and Fire
Chief Hugh Strawn.
I. PUBLIC HEARING - CAPITAL IMPROVEMENT PLAN
The City Manager briefly reviewed the capital improvement proj ects
listed on a "Five Year Expenditure Summary". He also reviewed the
projects listed under "Proposed Changes to the Equipment Replacement
Schedule".

The City Manager explained that Item MF-l "Public Works Building
Addition" may not be necessary, if CF-4 "Ice Arena/Recreation Center"
were build at Central Park. This would free up the "Barn" for use by
the Public Works Department. Also, if item CF-3 "Golf Course" was not
buil t, there may not be a need for an additional building for the
Public Works Department.
The City Council suggested that "Construction of Light Rail" be added
as an item in 1991 under transportation. The Council also suggested
that more study is needed regarding item PK-l "Parking Ramp"; and that
a survey of the community should be made to see if there was a need in
the community for such items as an ice arena/recreation center or a
golf course.
Recreation Director Dick Wilson presented some slides showing
combination recreation/ice arenas built in other cities.
After the review of the Capital Improvement Program items, the City
Manager explained to Council that he would like to see final approval
within 30 - 45 days. Staff will furnish the Council with a list of
non-controversial items and a list of items that need to be decided so
that the Council members can make their decisions by the next work
session.
II. RECYCLING
Staff reported to Council that Hennepin County has mandated that 16%
of the refuse be recycled by 1990. As a result of this, staff
proposed to build a recycling drop-off center at Highway 73 and County
Road 5. The method of operation is yet to be determined, but staff
asked Council to approve the concept so that they could proceed to
prepare the site by fencing, etc.
Mr. Redepenning moved and Mr. Kritzler seconded the motion to allow
staff to proceed with preparation of the drop-off site. The motion
carried by unanimous consent.

III. APPROVAL OF STOP SIGN - 11TH AVENUE SO & SMETANA
Lat in 1983, the Minnetonka City Council received complaints from a
number of people living in the Opus Condominiums about the noise
g nerated by the large amount of traffic driving by their condominiums
on Green Circle Drive and Smetana Drive. The City of Minnetonka hired
traffic consultants to study traffic in this area.
The studies show that 40 - 50% of the traffic that utilizes the
Smetana Road/Smetana Drive/Green Circle Drive road system is traveling
to and from Hopkins. Therefore, the Ci ty of Minnetonka passed a
resolution which, in part, requested the Hopkins City Council to
authorize placing a stop sign on Smetana Road at 11th Avenue.
Mr. Shirley moved and Mr. Redepenning seconded the motion to authorize
placing a stop sign on Smetana Road at 11th Avenue. The motion
carried by unanimous consent.
IV. ADJOURNMENT
Mr. Redepenning moved and Mr. Kritzler seconded the motion to adjourn
the meeting. The meeting adjourned by unanimous consent.
