Present were Mayor Maxwell and Council members Kristi Halverson, Rick Brausen, Bruce Rowan, Cheryl Youakim, Hopkins City Manager Rick Getschow, Public Works Director Steve Stadler, Assistant City Manager Jim Genellie, and MIS Director Alex Hepp. SHADY OAK PLAYGROUND EQUIPMENT: MINUTES OF THE CITY COUNCIL WORK SESSION Raspberry Room Tuesday, January 26, 2010 Stadler stated that the Cities of Hopkins and Minnetonka have included in their Capital Improvement Plans (CIP) for the past two years, a project that would replace the existing water play area at Shady Oak Beach with a community play area. The area is in need of replacement due to aging mechanical systems and changes in requirement for pool operations. The two cities will share in the cost of the improvements. By making doing this project the Shady Oak Beach Area can stay open longer in the year. In November, 2009 the two cities applied for and received an $187,500 matching grant from Hennepin County Youth Sports Grant Program. This grant will reduce the city's cost from $110,000 to $62,500. The total cost of the project is $375,000. The two cities hired Brauer Associates, Inc. to develop a plan for the new play area. The plan was reviewed and approved by the Hopkins and Minnetonka Park Boards. The two cities will negotiate an agreement with Brauer for development of final plans /specifications. The Shady Oak Beach Community Play Area project is planned for construction beginning in August of 2010 and completed in time for the 2011 summer season. Council discussion centered on the access to equipment during and after the beach season. They also asked staff to look into the placement of more benches. PAPERLESS PACKETS: Genellie and Hepp discussed the process for moving to paperless Council packets. This green project will be implemented by the end of March. January 26, 2010 Page 2 MOBILE FOOD VENDORS: Genellie stated that the City's experience with Rocky's Weiner Wagon was positive. Rocky Marlow has stated that he would like to operate in 2010. Staff received only positive comments about his operation. Staff proposes that any ordinance licensing mobile food vendors would, at a minimum require: The operator to obtain a Minnesota Department of Health food license. The cart to meet both State of Minnesota and City of Hopkins criteria. The operator to maintain a permanent location for cleaning and servicing. The permanent location must have a Level Three food license. The operator to maintain Liability insurance. Any new vendor would first have to make an agreement with an existing Level Three food establishment. Although there are 54 licensed Level Three food establishments, many are small operations which may well not have room for a food cart. New vendors would have to obtain a State food license and buy or build a cart that meets State and City regulations. Licensed food establishments in Hopkins might want to obtain a mobile food vendor license. These establishments would still have to buy or build a cart that meets State and City regulations. There was discussion on where the mobile carts should be allowed in terms of commercial property of in the downtown area only, can the vendors have more than one cart, and requirements needed in order to have a mobile cart in the City of Hopkins. POLICE CHIEF SEARCH: The City Manager and the City Council discussed the timeline and process for the replacement of the Police Chief following the retirement of Chief Reid in May. OTHER: Council member Halverson requested an update on the grant for the acquisition of the Park Nicollet property. City Manager Getschow will follow -up. Council member Youakim requested an update on a single family home that is in the Block 64 development. Council member Rowan asked for an update on the Fraser apartment building project. City Manager Getschow threw out a great idea for the format of the State of the City that is scheduled for Tuesday, February 23.
