03-02-2010 A regular meeting of the Hopkins City Council was held on March 2, 2010, in the Council Chambers of the Hopkins City Hall. Present were Mayor Maxwell and Council Members Youakim, Brausen, Rowan, and Halverson. Also, present were staff members Getschow, Genellie, Elverum, Anderson, and City Attorney Jerry Steiner. I. CALL TO ORDER Mayor Maxwell called the meeting to order at 7:50 p.m. II. OPEN AGENDA - PUBLIC COMMENTS AND CONCERNS There were none. lil. PRESENTATIONS 1. Presentation for Empty Bowls Mayor Maxwell read a proclamation naming March 16, 2010 as Empty Bowls Day. Barbara Westmorland and Dr. Jim Block appeared to announce that Empty Bowls will be held on March 16th from 11:00 a.m. to 7:00 p.m. One thousand bowls were made for the event. IV. CONSENT AGENDA 1. Minutes of the February 16, 2010 City Council Meeting 2. Minutes of the February 16, 2010 City Council Work Session 3. Minutes of the February 23, 2010 City Council Work Session 4. Approve Second Reading of the Mobile Food Vendor Ordinance (Memo) 5. Approve Temporary Liquor License for Hopkins Rotary Taste West Fundraiser (CR2010 -022) 6. Ratify Checks Issued in February 2010 (Memo) 7. Proclamation for Fred Dorothy of Fred's Shoe Repair Council Member Rowan moved and Council Member Brausen seconded a motion to approve the Consent Agenda. A poll of the vote was as follows: Council Member Youakim, aye; Council Member Brausen, aye; Council Member Rowan, aye; Council Member Halverson, aye; Mayor Maxwell, aye. The motion carried unanimously. V. NEW BUSINESS 1. Adopt 2010 — 2030 Comprehensive Plan For the past several years, the Planning Commission, City Council, and staff have been working on updating the Comprehensive Plan. On October 28, 2009, the Metropolitan Council approved the 2010 -1030 Hopkins Comprehensive Plan without any modifications. City Planner Nancy Anderson reviewed the Plan. Mayor Maxwell and the Council Members thanked Nancy Anderson, the Planning and Zoning Commission and staff for all the work that went into updating the Comprehensive Plan. Council Member Brausen moved and Council Member Halverson seconded a motion to adopt Resolution 2010 -009, formally approving the 2010 -2030 Comprehensive plan. A poll of the vote was as follows: Council Member Youakim, aye; Council Member Brausen, aye; Council Member Rowan, aye; Council Member Halverson, aye; Mayor Maxwell, aye. The motion carried unanimously. VIII. ADJOURNMENT There being no further business, Council Member Brausen moved and Council Member Youakim seconded a motion to adjourn the meeting.
