05-03-2011 WS after CCMINUTES OF THE CITY COUNCIL WORK SESSION AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING Tuesday, May 3, 2011 Mayor Maxwell called the meeting to order at 7:50 pm. Present were Mayor Maxwell and Council Members Halverson, Rowan, Youakim, Planning and Economic Development Director Kersten Elverum, Attorneys Jerry Steiner and Jason Hutchison, and Acting City Manager Jim Genellie. At this point the meeting was closed to discuss the HRA's claims against the redeveloper under the Redevelopment Contract for Block 64. Ms. Elverum gave the Council an update on several issues concerning Cottageville Park. Metropolitan Council Environmental Services needs to upgrade its lift station which is currently located on the west side of Blake Road. Staff has been in discussions with MCES on various alternatives sites and whether this project could help improve Cottageville Park. The consensus of the Council was that staff should continue to work with MCES on alternative sites for the lift station. Ms. Elverum also talked about the Minnehaha Creek Watershed District's idea of acquiring additional parcels of land on the east side of Blake Road in order to help improve the runoff into the creek. A meeting was held with the property owners on May 1. MCWD and Hopkins' staff made it clear that any acquisitions would be voluntary. Enough owners were interested to warrant further study by the MCWD. Mayor Maxwell asked for an update regarding gas tanks in abandoned gas stations. Council Member Halverson asked for an update regarding placing one more bench in Downtown Park and Council Member Rowan reminded staff about a sinkhole near the Depot. Council Member Youakim suggested getting together with the new Met Council Representative. There being no further business, Council Member Youakim moved and Council Member Halverson seconded the motion to adjourn.
