06-21-2011 WS after CC mtgMINUTES OF THE CITY COUNCIL WORK SESSION AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING Tuesday, June 21, 2011 Mayor Maxwell called the meeting to order at 8:20 pm. Present were Mayor Maxwell and Council Members Brausen, Halverson, Youakim, Finance Director Christine Harkess and Acting City Manager Jim Genellie. Ms. Harkess presented the Council information about the Equipment Replacement Plan (ERP). The current plan shows the Equipment Replacement Fund running a deficit by 2013. The deficit would continue to grow in succeeding years. Ms. Harkess provided additional information which demonstrated that any attempt to solve this issue by simply increasing revenue would result in a significant impact on the tax levy. Ms. Harkess and Mr. Genellie said that a complete review of the ERP would be needed, looking at both revenue and expenditures. Ms. Harkess suggested that by financing some of the items scheduled for 2012, we could increase the length of time before the fund shows a deficit. There was considerable discussion about the purpose of the ERP and the need to be conservative in spending. The consensus of the Council was that staff should prepare a five year plan which the Council can approve this year. Staff should then work on a long term ERP which would have the revenue and expenditures balanced for the foreseeable future. Council Member Youakim asked whether the recent rain had delayed the street project. Mr. Genellie said that he would find out. She also asked whether there was any update on the leasing for the Mayon Plastic site and stated that the owner needed to mow the grass on the site. Mr. Genellie said he would check on both these items. Council Member Rowan said that he would not be in attendance for the June 28 Worksession. He also requested that staff follow up on a free bike program similar to that established by Minneapolis, with the idea being to use some of the unclaimed bikes which the City has. There being no further business, Council Member Brausen moved and Council Member Rowan seconded the motion to adjourn.
