03-19-2013 CCA regular meeting of the Hopkins City Council was held on March 19, 2013, in the Council Chambers of the Hopkins City Hall. Present were Mayor Maxwell, Council Members Cummings, Gadd, Halverson and Youakim. Also, present were staff members Elverum, Genellie, Johnson, Morrison, Specken and Stadler. I. CALL TO ORDER Mayor Maxwell called the meeting to order at 7:12 p.m. II. PRESENTATION 1. Caring Youth Awards Program Mayor Maxwell read the Caring Youth Proclamation declaring March 21, 2013, to be Caring Youth Day, and calls upon residents to join in this salute to all caring youth. Ms. Jacque Larson, Community Relations Manager for the City of Minnetonka, gave an overview of the Caring Youth recognition program that will be honoring 22 youth for their service to the community on March 21 at the Minnetonka Community Center. Ms. Larson gave an overview of the Hopkins Youth receiving recognition and thanked the Hopkins Council for their ongoing support of the event. IIl. REPORT 1. Fire Department Annual Report Chief Specken presented the 2012 Fire Department Annual Report. Chief Specken reviewed the Mission Statement, Vision Statement, increase of 52 alarm calls over 2011, fire incidents by month & type, fire loss by property & dollar loss, Home Fire Inspection Program, 4.4 minute response time, medical calls, mutual aid given & received, explanation of dispatch adjustments that the fire department has made with change to Hennepin County, year to date comparison of total calls, business fire inspections, public education hours and overview of grants and donations received. The Fire Department continues to promote the Home Fire Inspection Program and Hopkins residents can call the Fire Department to arrange for an appointment time. Chief Specken gave overview of the Community Emergency Response Team (CERT) and the rezoning of severe weather sirens by the Hennepin County Emergency Management system. Chief Specken thanked the Council and city staff for their support. There was much discussion regarding mutual aid between area fire departments, increase in medical calls, Hennepin County Dispatch system, benefits of the Home Fire Inspection Program and need to inform the public regarding the changes to the severe weather siren system. Mayor Maxwell thanked the Fire Department for their service. IV. CONSENT AGENDA 1. Minutes of the March 5, 2013 Council Meeting 2. Minutes of the March 5, 2013 Work Session Following the Council Meeting 3. Minutes of the March 12, 2013 Work Session Meeting 4. Approve an Election Administration Agreement between the City of Hopkins and the Hopkins Independent School District 270; (CR 2013-024) 5. Approve 2012-2014 Police Officers' Contract; (CR 2013-026) Mr. Genellie addressed the Council regarding the Police Officer's contract. 1 Council Member Youakim moved and Council Member Gadd seconded a motion to approve the Consent Agenda. A poll of the vote was as follows: Council Member Cummings, aye; Council Member Gadd, aye; Council Member Halverson, aye; Council Member Youakim, aye; Mayor Maxwell, aye. The motion carried unanimously. V. NEW BUSINESS 1. Approve Cooperative Agreement with Hennepin County on Excelsior Blvd. — Sidewalk; (CR 2013-008) Mr. Stadler addressed the Council regarding the agreement with Hennepin County for sidewalk improvements along Excelsior Blvd, east of Blake Road. Mr. Stadler gave an overview of the area and deteriorated condition and grading of the asphalt path. The agreement calls for Hennepin County to pay 25% of the sidewalk replacement cost up to $21,000 with the total cost being $74,906. The sidewalk work is included in the 2013 street/utility improvement project. The City Attorney has reviewed the agreement. There was Council discussion regarding the width and material for the sidewalk and timetable for scheduled upgrades to Excelsior Blvd. Mr. Stadler will contact Hennepin County regarding Excelsior Boulevard improvement timetable. Council Member Halverson moved and Council Member Cummings seconded a motion that Council authorize the Mayor and City Manager to sign Hennepin County Agreement # PW 22-01- 12 an agreement setting conditions of County cost participation regarding sidewalk improvements along Excelsior Boulevard east of Blake Road. A poll of the vote was as follows: Council Member Cummings, aye; Council Member Gadd, aye; Council Member Halverson, aye; Council Member Youakim, aye; Mayor Maxwell, aye. The motion carried unanimously. • Citizens Academy begins April 4; openings are still available. • Empty Bowls reached their fundraising goal of $80,000 for ResourceWest & ICA Food Shelf. VI. ADJOURNMENT There being no further business, Council Member Halverson moved and Council Member Youakim seconded a motion to adjourn the meeting.
