03-04-2014 CCA regular meeting of the Hopkins City Council was held on March 4, 2014 in the Council Chambers of
the Hopkins City Hall. Present were Mayor Maxwell, Council Members Cummings, Gadd, Halverson
and Youakim. Also, present were staff inembers L. Anderson, Beekman, Elverum, Genellie, Hanna-
Bibus, Hartsig, Mornson and Stadler.
I. CALL TO ORDER
Mayor Maxwell called the meeting to order at 7:06 p.m.
II. PRESENTATION
1. ArtStreet Award Winners
Ms. Elverum gave an overview of the 3`d annual ArtStreet program and announced the award winners.
The new art pieces on Mainstreet will be installed in May.
People's Choice Award winner: Wonderment by Nick Legeros on display in front of Hopkins Center
for the Arts.
Children's Choice Award winner: Human/Earth History by Candy Kuehn on display on Hopkins
Center for the Arts.
Mayor Maxwell congratulated the winners.
III. REPORT
1. Art Center Annual Report
Ms. Anderson and Ms. Hanna-Bibus, Co-Directors of Hopkins Center for the Arts, gave an overview
of the 2013-2014 annual report. Ms. Anderson reviewed the 2013 attendance, rental hours, rental
revenue, hours of usage and staffing. Ms. Hanna-Bibus gave an overview of the Hopkins Center for the
Arts programs, exhibitions, goals, budget and key growth indicators. Ms. Anderson and Ms. Hanna-
Bibus gave an overview of the Friends special events, board & volunteers, Operation Plan, goals for
2014-2015, 2014 revenue, projected income and upcoming fundraising events. A representative of the
Friends Board presented the City of Hopkins with a donation from funds raised in the first quarter of
2014 in the amount of $5125.00.
There was Council discussion regarding the community asset the Hopkins Center for the Arts is for the
City of Hopkins, percentage of non-Hopkins visitors making Hopkins a destination and the Council
thanked the staff of the Hopkins Center for the Arts for their hard work.
2. Citizens Academy Update; Genellie
Mr. Genellie gave an overview of the Hopkins Citizens Academy, a free 5-week fun and informative
course about the City of Hopkins. Citizens Academy classes are held at 6:30 pm on Thursdays

IV. CONSENT AGENDA
1. Approve Minutes of the February 18, 2014 Council Meeting

4. Approve Temporary 3.2 Liquor License for Knights of Columbus Hopkins — Annual Fish Fry; (CR
2014-024)
5. Approve the Metropolitan Council Livable Communities Act Grant Agreement for the Oxford
Green Project; (CR 2014-025)
Ms. Beekman addressed the Council regarding Consent Agenda #5 and gave an overview of the grant
process and agreement.

Council Member Halverson moved and Council Member Cummings seconded a motion to approve the
Consent Agenda. A poll of the vote was as follows: Council Member Cummings, aye; Council
Member Gadd, aye; Council Member Halverson, aye; Council Member Youakim, aye; Mayor
Maxwell, aye. The motion carried unanimously.
V. NEW BUSINESS
1. Approve Resolution 2014-013, Authorizing Application for a Grant from Hennepin County's
Transit Oriented Development Program for the Artery Carridor; (CR 2014-026)
Ms. Beekinan gave an overview of the Hennepin County's Transit Oriented Development Program
grant application. The funds are available to support public and private transit-oriented development
projects located aloi�g Hennepin County transit corridors. The City would be seeking $500,000 for the
purpose of land acquisition along the 8th Avenue corridor between Mainstreet and Excelsior
Boulevard to construct a public parking ramp that would be wrapped with private development. The
City will also be requesting that the $400,000 previously granted for acquisition of the Snyder property
be reallocated for use along the 8`�' Avenue corridor.
There was Council discussion regarding the reallocation of funds, grant timetable and the opportunity
for the city to acquire the best location for a parking structure.
Council Member Youakim moved and Council Member Gadd seconded a motion to approve
Resolution 2014-013 Authorizing Application for a Grant from Hennepin County's Transit Oriented
Development Program for the Artery Corridor. A poll of the vote was as follows: Council Member
Cummings, aye; Council Member Gadd, aye; Council Member Halverson, aye; Council Member
Youakim, aye; Mayor Maxwell, aye. The motion carried unanimously.
VII. ANNOUNCEMENTS
• Empty Bowls 16`�' Annual Fundraiser on Tuesday, March 11 at Hopkins Center for the Arts
• Visioning Hopkins Mainstreet on March 12, 6-9 pm at Hopkins Center for the Arts
• Caring Youth Awards on Thursday, March 20, 7 pm at Minnetonka Community Center
• World's Shortest St. Patrick's Day Parade in Hopkins on Monday, March 17.
• Hopkins Citizen's Academy will be held on five Thursdays, 6:30 pm, beginning April 3.
• New Engineer for the City of Hopkins begins Monday, March 10`�'.
• Mr. Mornson recognized Ms. Anderson and Ms. Hanna-Bibus for their efforts at the Hopkins
Center for the Arts.
Mayor Maxwell thanked the Boy Scout from Troop 346 working on his Citizenship and Community
Merit Badge for attending the City Council meeting.
IV. ADJOURNMENT
There being no further business, Council Member Youakim moved and Council Member Halverson
seconded a motion to adjourn the meeting. The meeting was adjourned at 7:43 p.m.
